I put the bike straight and measured it without screwing in the probe. it showed twice the norm of oil.

Also as mentioned before, you remove the dipstick and then just rest it on the opening. Do not thread it in to check level.
Lastly that appears to be an aftermarket dipstick? Not sure how accurate it is. But a way to test would be to drain fluid, catch in a clean container if reusing, and measure the required amount for that transmission (20-24 oz approx) and see where it is on the dipstick for future reference.

Edit: I now see that dipstick had HD on it but you can still check correct amount in transmission by above method if you wanted to.
With Dynas you check oil and tranny with it on the kick stand.

My 2017, I thought all Dynas were the same as far as fluid check. I know the Evo softails have to be checked straight up like my 93.

His bike is an EVO with a 5 speed transmission. It has too much transmission fluid in it. It needs to be checked upright and level.

Correct. Fluid level = 24 ounces (oz). This is from the manual.

A quart = 32oz.

If you run your transmission extremely full like that you risk blowing out seals from the increased pressure. As well as blowing fluid out the vent.
