I would question how you got to this place in the first place. Why was the plate installed? What other work was done to the bike leading up to the failure?
This does seem to be more of an issue with later Dynas and not the early ones. I suspect that this is because they added more offset to the pulley to clear a fatter tire..

Here is the current setup on my DX. It has an outboard bearing.

no motor work done to bike , plate was added because a friend told me this happend to him 3 times so it was put on to prevent this from happening it did anyways. This all happened after Harley added lock plate. So their goes the theory of adding a chain rather than the belt would help.

It would be great to get a straight answer from the guy that actually did the work.

OP Was " It happens " is all that was said ???
This whole thing is over the top in my mind.

powder coated rims and pulley… shop it’s at now said surfaces were fine for mounting

yea that’s all they said was “ it happens”
Waiting to see what the bolt ends look like inside rim. Harley right now believes they didn’t use proper torque and locktite… powder coating was done fine with good mounting surfaces. So right now it’s looking like whoever installed pulley didn’t use proper torque or loc tite . Time will tell
