1. Take the battery out, give it a full charge, then get it load tested. If good then:
2. Check your Stator output.
3. Check your Voltage Regulator output

After you accomplish all that, report back.

If the battery is 5 years or older, you need a new battery.
Probably if 4 years or older. Good luck.

If it starts then dies while riding it sounds like your charging system is bad and the battery isn't the immediate problem, however, testing the battery isn't a bad idea, either.

I had this same issue, I don’t get to ride much so I always put it on a tender because I never know when I’ll get out riding again.
Doing this masked the fact that it wasn’t charging.
Turned out my regulator was bad then my stator to regulator plug disintegrated. Resulting in me having to install a new stator and new regulator.

If you get it running again put a voltage meter across the battery terminals to see what the reading is. If around 12 volts or less you have a charging system problem. Not sure what the spec should be but generally 13.2-14.5 is acceptable and your problem would be something else. My first check would be the ground wire making sure it was clean and tight on the frame stud.
oh edit to say I voted “yea” as I already did. Sold my 1998 FXDWG and got a 2010 FLHX!

You should test the stator first.

I got a brand new battery and regulars still only reading 12.27 at two rpms. Is it the stator?

Have you done the stator test? Otherwise we're just guessing.
