Export model. Sound? Read your owners manual and add a picture for us and use instructions. Not on ours. Think it is part of a cut out to share or not share both mufflers for sound control. Why you have two sizes there. Be sure it's not for fuel available for catalyst muffler if your bike has that. If so, you could screw something up using it improperly.

Go to the Harley.com mothershp site. Search user manual. Think they are going to want your vin number. You will be able to create a user and have access to it free on line. They charge for a paper copy

That valve is supposed to be closed at idle and then open once throttle is given. On my bike it was already deactivated by factory, so yours should be the same.
check is simple: according to your picture the valve is already open. Start the bike and check if I’d does not move both at idle than with throttle (2000-2500 rpm). If you have a POWERVISION you can also check if “active exhaust” is deactivated or not.
That valve is completely useless, so leave it deactivated if is already on that setup.
In case you decide to change the headers in the future, a dedicated sim connector will be needed in order to avoid error codes due to the valve motor removal.
