As said earlier, I just ignore it. am going for a ride in a few minutes ..... I think maybe I will worry about it while I ride, wondering if it is okay and functioning properly. Maybe I will park in the shade and make sure the wheel is turned to hide that embarrassing gaping hole in my front fender!

+1 or 2 or 3 on Lowe's, Home-D/hardware store having all kinds of plugs; rubber, chrome, whatever. My Lowe's stocks them with the nuts, bolts, grommets, furniture-glides, etc. Shouldn't cost ya more than a buck.

You also might consider covering it with some kind of small promo sticker for a product you use/like.

How about a small blob of RTV/epoxy to cover the hole with a HOG lapel pin, or one from a destination of a meaningful ride you enjoyed (Sturgis, Dragon, Iron Butt, Daytona)? Instead of seeing a hole and being PO'd, it would remind you of a great time you had riding. Just thinking out loud.

All cool ideas. Not so much that I see it and it bothers me while riding, but when I see it it just peeves me that there is a hole that HD leaves in their fender to accomodate an accessory that will make the bike look aweful (IMO). It should have a plug like the rear fender holes since not everyone is gonna want to install this:
