If I lift my FDX, will the swingarm drop enough for me to gain access to the underside of the rear fender in order to install a luggage rack and lay-back licence frame or will I have to remove the seat and fender?

 

Unless your bike is lowered in the back, you should be able to reach under the fender for the license plate nuts without lifting it at all. I just changed mine last week and didn't have any problem getting a wrench under the fender. What kind of luggage rack are you putting on? If you just need to add another fender nut, you can do that by threading the fender nut on a wire tie or stiff piece of wire and poke it up through the fender hole from below.
