Default Enclosed belt drive now this.....

So I bought a Rivera Primo belt drive (I sold one I never installed last year) now my starter is acting up. The first 2 times I started it it worked fine. Then one time it’s started fine but the Jackshaft didn’t retract all the way so it was hitting the ring gear while running. Now the bendix gear isn’t engaging the ring gear on the clutch basket at all. It stops short. It’s just spinning the shaft (not the bendix gear). It’s almost like there’s an alignment issue, but I didn’t think the starter motor would spin the shaft unless the solenoid was all the way out. Lots of posts saying starter clutch failure is common but does that have anything to do with bendix/ring gear engagement? Im 100% sure the Jackshaft is put together correctly, I followed the manual to the letter. Any ideas?
