Default stage 1 ?

i have an 07 bob going to put on hypercharger air cleaner on myself they want 150$ for download. does the download just set it a little richer ??? if so i was going to by a thundermax or an tvII anyway so can i just put the 150 towards that

Yes, the download just changes the EFI map for the most part...put the money towards a fuel management systems like you said...but definitely do it, the 07s come lean as hell from the factory as-is to suit EPA BS!

specially since the downloads are for HD specific upgrades and you are going outside that little world - spend the money on the tm

The best thing you can do for yer bike when starting out is to break down and git a Thundermax with A/T. Make sure you do not use anti seize on the oxygen sensors when you install them. I have one on my bike. I used to have a sert. By the time you do a couple of dynos you've paid for a TM.
The TM will stay with yer bike when you make changes and save you dyno time.
And yes you have to be careful with changing the air box you will let more air into the pump making it even richer than what it is.
From the factory the bikes come with the timing advanced and the fuel lean. That's why they run hot along with the resnators in the pipes. Go with the TM from the start. Good Choice
