Here's a simplified wiring diagram showing the wires that go to the accerey plug, als known as DLC (Data Link Connection).

The entire wiring diagram can be found using this link.
This plug has 6 pins.
Here's what I think you can use:
pin 6 (hot wired directly from the battery) can be used to wire accessories using up to 15 amp
pin 5 (not hot wired) can be used as a command line to activate a relay
pin 2 is ground

According to this Instruction Sheet you have to connect the heated grips' wiring to pin 5, 4 and 2 of the Electrical Connection Harness (H-D Part No. 72673-11)

Here's a wiring diagram on how to wire aux/running lights using a relay.
If you ask me I would connect the passing lamps as shown below, and not using pin 6 to feed the relay...

Signal current from switch (86 ==> 85) activates coil; coil activates internal relay switch (30 ==> 87)

30 = + from battery (requires mim 2,5 mm2 (12 AWG) wire)

87 = + to lamps (requires mim 2,5 mm2 (12 AWG) wire)

85 = ground

86 = + (using a switch to activate relay) from:
- battery (best option for canbus bikes) or
- running lights (blue wire) or
- low beam (yellow wire) or
- high beam (white wire)

Here's a link to some Wire Gauge Tables which will help you to determine the awg wire size needed.
