Default Rear Brakes

When I start on a steep hill, I always use the rear brakes to hold the bike in place while my hands are handling the rpm and clutch.

You want your handle to be adjusted where there is approximately a dime's width between the handle and the handle mount, sitting static.
You're not making the cable longer ... you're making the housing longer which make the cable inside shorter ... likewise when you make the housing shorter it make the cable longer.

The adjustment changes the length of the housing not the cable ... the cable inside stays the same length.
