Surge at high RPMs

Will after I let my son-in law have my bike for a while it has a surge at higher RPM's. I have Cobra slips ons so he took the fiberglass off the baffles to get more sound.

I feel I need to get new baffles or get it tuned. Can some help me here?

definitely tune it, sounds like a fueling issue since when you go WOT or get aggressive with the throttle the ECM goes into closed loop mode and has a set amount of fuel it gets... sounds like it could be under fueling when at higher RPM.
