Those rocker covers must have been nice and warm, unless you stood around for 45 minutes before putting soap and water on them. You probably suceeded in boiling off all the water and what you're seeing is the mineral and chemical deposits left over from the soap and water.
They can be cleaned, but getting access to the covers is tough unless you remove your seat and tank.
I second the vote for Mothers polish. Try it on a small area first to see if it removes the discoloring. If it doesn't... check out today's post about wrinkle black rockers. They look great on the Bob and you'll never have to polish them again.
Next time you want to wash with water, don't. Use Honda Spray Cleaner over the entire bike, in the comfort of your own driveway. Apply the cleaner to a micro-fiber cloth and wash your entire bike without water. It's good stuff and you won't be dumping gallons of water into hard-to-dry areas, thus risking future rust. It's worth saying, don't wash a hot bike, regardless of whether you use soap/water or detailing sprays like the Honday Spray Cleaner
