Change in topic a little. Is there a swing arm type bag for the '15 Sbob that will still allow passenger pegs?

Maybe not what you're after, but I just hung a tool roll bag on the swing arm. Carries a bunch of stuff, out of the way of the rear peg. Need to have your bottom belt guard attached to keep it away from the belt though...

You have them on a '13 + Street Bob with stock plate and signal location? Can you post a picture please? If you get a chance.

That's a good idea. What do you have them attached to and what with?

If you're still looking I found these bags on J&P Cycles. They are River Road and from what I've read about them you do not have to relocate the signals. Some minor adjustments were made for some to the bags. I am looking at getting these once I get back to the states in a few months. Hopefully this helps, I am not looking to relocate the lights either.

Cycle Gear has some Bilt throw overs that fit no problems. Look for slant style bags that are about 12"-12.5" and you won't have to relocate anything.
