Will mid controls from an 09 SB fit on a 99 SB?

They didn't make the Street Bob until 2006, I'm not sure what bike you're talking about.

 

I would suspect that the frame mounts may be the same but the geometry of the actual footrest brackets may be different. If different, due to the position of the engine and exhaust relative to the frame.

Wild guess? Probably fit but you do see a lot of pre and post '06.
