The pictures look like the metal is echted and needs some sort of a minor abrasive metal cleaner like wenol,semichrome or flitz.

Never Dull the SH&T out of them...once every few days for awhile..then just polish them when you do your chrome. black crap is caused by brake dust..mostly...getcha some Lyndall
Z pads...no more brake dust.

Lots of good suggestions above. You might also try S100 polishing soap and Mothers PowerPolish.
