Vinegar may remove the spots but, do not use any abrasive material other than liquid - it will damage the wheel finish.

If the vinegar works - apply a coat of paste or liquid wax and buff..

Ive been working on my Aluminium wheel. It was in bad shape when i bought the bike.It has taken several steps to get it looking better.I used 400 grit wet sandpaper,Then 800 grit. Now its just a matter of polishing it up good.Any good metal polish should remove spots. If not you have to go with something a little rougher.I used a fine steel wool on my front wheel with some polish and it done wonders. Here's a pic of my rear wheel on the progress so far.
