Lots of advise here, but has anyone actually had this problem like the OP pictured?
I ask this because, I have the exact same problem. I let my boy polish the bike and ummmm... you know where that went. I couldnt be mad at the little guy because he loves the bike and tried real hard.

Anyway, It is damn near impossible to get that baked in polish out of the wrinkle black. The best thing I could find was to apply a little WD40 to hide the problem, but that only lasts a week. My top cooling fin looks exactly like the OP picture.

Mask it off real carefully, and repaint the affected parts. Or sand it down a bit, then paint with a flat black or semi gloss black. If it is just on the fins you'll probably never notice, and it'll look better than baked on wax.

The black part on this part of the engine is a b*tch.. I use some soft brillo pad and it takes off some of the black. I use light cleaner & it doesn't take anything off.

How do I clean this part of my bike? All help is appreciated as usual. Hook me up.
