Clutch dragging ?

Default Clutch dragging ?

I have a Rivero Primo Clutch basket assembly on my custom Softail.
Problem with bike not going into nutral when running lead me to belive clutch was still draggin. I adjusted the clutch several time with no change. Cant shift from first into nutral.Have to shut bike off first.
After removing the primary cover and clutch plates I found that except for the bottom half being soaked in oil, all the plates were dry on the top half. No trace of oil at all.
Im running HD trani and primary oil.
Could my oil be too thick thats its not able to get inside the basket and lubricate the full clutch plate assembly?

Would running Dextron III ATF help?
I almost feel I need a thinner oil in the primary.

Usually when you have an issue finding neutral it is the primary chain needs adjusted. How loose is that?
