Default Tracking down 1964 Harley Sprint

I have been trying to track down a specific 1964 Harley previously owned by my father and recently came a across a registration form and copy of an old title. I am trying to work with the DMV to see what info I can get, but privacy laws make it difficult. Also, the VIN number printed on the registration and title is only 7 digits (64H28XX). I spoke with H-D and they said the VIN number looks wrong since the letter portion of the VIN should be at least two digits. Can anyone provide advice or guidance on how to go about tracking down a lost Harley?
I really appreciate it.
thanks

Most sprints today are not on the road and sitting completed in a garage or in pieces - that said a cop could run the number to see if its been stolen at some point

i do not know what the numbering system on sprints looks like so i cant help
