Default Is "Fuelpak" necessary?

Recently purchased Vance and Hines Monster Rounds for my 2006 Harley CVO Ultra and wonder whether adding the fuelpak is necessary. V&H sends a flyer about the fuelpak and ssys it adjusts the air/fuel mixture automatically for better performance. I wonder if it is necessary to add the fuelpak.

When adding exhaust, tuner is not needed. May want to add XIED's. They are easy to install, inexpensive and work.
