Carb spitting fuel

Default Carb spitting fuel

My old man has a 86' XL 1000 and he went from points to electronic ignition and ever since he did that the carb has been spitting fuel. He thought it was because of rust in his tank from the paint shop taking a long time to paint his tank and it just sitting there. He changed the fuel filter, fuel lines, bought a new tank and still spitting fuel. Does anyone know what else he could check or knows why this is happening?
