There is no PCV per se: what HD uses is a "crankcase breathing system". Oil mist is vented by rotator breather valve via the push rods up to the umbrella valve in the heads (located in rocker cover). If you remove the air filter, you'll see a hole in each head where the filter hooks in: where umbrella is at! If this is not what you meant- I suspect your thinking of the VOES: vacuum operated electrical switch, which when the throttle is turned, creates a vacuum to activate timing advance and is located on top of the intake manifold between the heads.

Have to take your word for it, I don't have a mechanical schematic of that year, only my '97 and '95 manuals for the V2 Evolution. Not trying to give ya hard time but maybe learn something new: It should have a rotator breather [even the earliest flatheads have similar to push air/oil mist through to the rocker arms via the push rods] so how does the rocker boxes vent the pressure without an umbrella [or is it called something else for early EVOs] or is it just an opening to the air filter? Is it via inner passages; I know the shovels just had stainless tubing to drip oil back to the gearbox from upper rockers?

`89 Has no umbrella valves or any external openings on the heads for the breather pressure to escape,it all vents out the breather tube on the lower part of the crankcase. Head breathing engines did not come out until the early `90s.
Breather gear is the same. The oil goes to the heads via the pushrods, returns by internal passageway, same as the head breather, but no valves in the rocker covers.
Rocker covers and seals etc. are different.
Timing cover is different internally also.
