Aftermarket needle and jet kit? I am sincerely afraid to ask but wager your current flooding problem is exactly there, with those parts.
With exception of the bowl and it's gasket(s) and float, every piece of that carb will interchange with any HD CV up thru 2006. No exceptions. You mentioned the float was leaking and they are extremely difficult to find as are the bowls without accelerator pump. Did you repair that float or find a replacement?
There is quite a bit of wiggle of the needle inside the needle jet. Common mistake is installing the jet upside down but your symptoms don't sound like that's the case. The larger ID of the needle jet goes up.

the float is identical to the ones used in certain GSXRs I believe I saw that noted on another post here, I bought one and measured every part of it and they’re identical

Good to know on the floats, thanks. In the states, the original N65C needles are the easiest to find of any size and there's a company in the US that reproduces them for sale.
I spent many dollars and several months of off work time one summer playing with a Dynojet kit, adjustable needles, drilled slide, Thunderslide, modified springs and all those internet tips on "how to ruin your CV and pretend you have more power" and learned the hard way - keep it stock with exception of jets and just enjoy the ease of drive-ability and good fuel mileage.
I'm sure it can be done somehow, mainly trial and error, but I can't help you on tuning the adjustable needle and sincerely wish you luck with it.
