Default 2004 Heritage Softail - Runs like S***

Good day all you wind therapists -
2004 Heritage Softail Classic - When I picked up this bike it was running fairly well... Choke needed a bit of a pull to keep running "Normally". The occasional pop skip while cruise"n but rarely. No issues other than that.

THEN!!!! My stupid *** decided it would be a good idea to check out the CV-40 Carb and clean it up. Wasn't all that terrible inside, jets were good, bowl was a bit crusty in some areas but ok. Float needle had a touch of wear but also ok.... Diaphragm looked to be in decent shape.

As soon as I put it back on the bike hooked it all back up proper... Bike would not run correctly.

Replaced the petcock and vacuum line to the carb (vacuum petcock) internals were toast.
Replaced plugs and wires.
Replaced MAP sensor.
Checked seals on intake. Looked to be ok.

No change. Would not idle well. Engine acted as though it was starved for fuel. When I pulled the choke, ran better, More Fuel...
Got tired of dealing with the BS, Bought a New CV-40. STOCK - Changed Nothing on it.
Ran as it should. Or so I thought. Idle was perfect. Rompie Rompie - Seemed correct, no backfires, no smoke (old card dusted a bit of black now and again very little). Air Filter is new.

Now - Took it for a spin, running as it should - Until I get up to about 60 or about 3 min out - Engine starts to act as though it is being starved for fuel - if I choke it out it runs better for few seconds then dies. Pulling the throttle through this starving moment the engine just bogs out (like it has no spark) then kicks in for a sec, then dies...over and over... Pops kicks and jumps around. I pull over. Wait a sec and starts right back up and runs well sitting still. Rompie Rompie - seems good to go again. Same **** - Rinse and repeat.
I started to think perhaps the tank is getting a vacuum and fuel is being restricted from flowing through the petcock. I check the vent line, and it was obstructed but not completely fowled up, I pulled it for testing. NO CHANGE in running - 3 or so min - at speed same Pops Kicks and Jumps Bogs out then dies... Runs well for a bit, 1rst, 2nd, 3rd, 4th, 5th cruise'n, then bam same **** again and again. Again will run fine sitting still, at idle, Rompie Rompie - No issues.
Im also assuming the old carb is jacked up inside where I can't see or clean easily, due to having to choke it to run right. Same result when running at speed. I've gone through it (Old Carb) Three times, new Carb kit, the works. Same ****.

I did try turning the Air/Fuel mixture in a bit (Old Carb)
Old carb was had larger main jet - and A/F was 3 1/4 out.
New Carb stock jets - and A/F is 1 1/2 out. No Changes Made.
Plugs are looking good with new carb.
The old carb was Toasting the Plugs. BLACK, SOOO Black.
New Carb - Plugs are perfect. So I assume new carb mix is good, Old Carb Mix was Rich as F***.

Anyone have any ideas?
