Your getting excellent advice.
Your carb needs a good inspection and cleaning. This means a little adjustment after it's cleaned, clogged ports or jets cleaned and or replaced, diaphragms inspected, etc.
Replace petcock with a non vacuum type from an older model. Clean the screen and get new sealing washers while your at it (for where the petcock seats on the tank). Find the vacuum nipple on the carb or manifold and run a vacuum line from there to the VOES only.
If you have a nipple on the manifold and the carb, put a cap on the one on the manifold and run the hose from the carb nipple to the VOES.
The other consideration is intake manifold seals. They just get old and start to leak. Might want to replace those while your at it. YD
