Default California 97 CV carb with two (vac) barbs

Got a 97 FLSTF originally from California. Carbon can is gone, aftermarket air cleaner, compu-fire ignition, aftermarket pipes, and vacuum fuel petcock has been eliminated. Looking at the CV carb, it has two distinct vacuum barbs coming from it. One goes to the VOC. The other is plugged. But,... there is an unused (vac) line that goes up and parallels the tank vent line down the back where the vent valve used to be and is just open.
Any ideas on the dual vac barbs? They are not ported together. Kinda curious.

The can is gone, but what about the associated plumbing? Also, what's the VOC? The only things on your bike that need vacuum are the petcock and the VOES switch. My carb has one vacuum barb, with a plastic T, then petcock and VOES are fed.

On my CA bike there was a hard plastic tube running up to the tank from the can, and also one to the carb. All that **** came out, plug the carb, and reroute the tank vent to atmosphere preferably under the bike.

Oh, also, my FLHTC had a drain line going up to the tank fill as well next to the tank vent line. It's for any pooling of fuel that may happen during fill up around the filler neck. Maybe that's one of your other lines. Take off all that chrome **** from the tank and you'll have your answer.
