Since my Bike is a Retired Cop Bike I have no handlebar controls yet. I would like to add them later, but for now where's a good mounting place? I was thinking on the dash with some Velcro?

 

That's what I would do... most remotes are IR so you cannot put it on the handlebar, unless you build an IR repeater (whole different story...)
just make sure you keep your eyes on the road....
