I'm on a budget and this seems like a deal, Is there something better for close to the same price?

That's a good price, but these will give better performance:

How well do the Polk Audio MM651 speakers hold up in the wet weather and bike washings as far as the silk dome tweeters or is silk just a term and not the material?

all polk speakers are marine certified and they're used heavily in the boating world so that should tell ya something. :-)

and don't forget this.

I would make a suggestion on one item listed above, the adapter rings. Get them from someone reputable like Dragonfly Cycle Concepts or Cycle Sounds this way you're assured of proper fitment. I'm seeing issues where folks are buying these things off eBay and other mass merchants cause they're cheaper only to find they don't fit properly to the fairing or the speaker itself.

Rings $100.00 for rings there has to be other options. And I'm read about all the problems.

$100? The rings anywhere are $35 to $39. You only need rings for the fairing speakers. Nothing else requires rings sir.
