I just did an upgrade to a 18 RGU. I went with SD 1200.4 amp and GZ6.5 co-axl and lids w/ Mmats 690.4 6x9's. It is super loud and I have not even tuned it yet I will wait until it is broken. In the 1K field I would go with the Mmats 601.4cx in the front and TP. The TP will need an adapter to fit. They dont take a lot of power to sound good and that will save money on an amp.

I did an upgrade on my stock 2016 Limited. I went with the Wild Boar audio 4 speaker and 600 watt amp set up. They sound great but the volume is about the same as stock. The instructions say not to flash the head unit , it's designed to operate without a flash. I listen to music thru an I pod nano. The Wild Boar system is $1399. If you have a bike shop close by that does audio , I would do a lot of looking before I spent any money.

I was in the same boat with my 14 Limited. After my stage 1 kit the exhaust was louder than the stock system could make up for. Just wanted to fill the existing speaker holes with better speakers to sound clearer and louder than the exhaust. Any decent new speakers are gong to require an amp. I did mine about 2 years ago and at the time the big hitter was the Stinger SPX700.4 amp and 4 Mmats 601.4cx. This is a HUGE jump in performance over the stock speakers. It gets louder than my bike now. One advantage of doing it now is the RF flash. Its been said that you don't need the Bike-Tronic line levelers anymore with this flash. That saves a few bucks there. There are also other amps now that do just as good of a job or better, Cost is up to you. The little add on's are what start to add up. The front speaker pods may be an issue. Not sure the speakers will fit with out cutting. I installed the Bike-Tronic speaker brackets when I did mine and on the rear I did the V-Twin rear pod ring. Both made the install easier. To be clear, you’re saying 4 Mmats 601.4cx, no amp needed for now…and an adapter for the tour pack speakers? Do you mean an adapter to make the speakers physically fit the opening or an adapter to splice for wiring?
Source for speakers other than Mmats direct? What about for the adapters?

Getting my winter order stuff together…as season is winding down, this will be keep my sanity type stuff while the white stuff flies

As Fireball has mentioned, the Mmats 601.4cx are a great choice. You will want an amp with 125-150 watts per channel. They work great in the fairing, nut need adapters like the Vtwin VTTP adapters to fit the speaker pods.
The Hertz Show SX 165 neo are a bit more money, but will work in the tour pack pods without the adapters.
The Stinger SPX 700 is a great amp choice. Sounds great with the Mmats.

I know that going with Hertz Show 165 Neo will go over the budget a little if I went with 4, and a stinger SPX 700 amp.
Question is this, quality…. Do the Hertz perform better and give a better range of sound than the Mmats 601.4cx?
And…possibly…last question. Do these solutions have plug and play wire harnesses or am I going to be cutting, splicing and soldering new ones on?
I don’t mind, what I’m trying to do is get it all together and get it done in a day, instead of “oh sh**” I need to order or go out and buy this or that…
I’m kinda OCD…so my bike sitting in pieces for a couple days will wear on me…lol.
