Default matching gains to lower wattage speaker

Here is probably an over thought dumb question but,I have a amp bridged at 500 watt x 2 channels and will be running a speaker on each channel rated at 250 rms, and 500 program power,
do i match gains at 31.65 volts to rms power? 250watts)
or 44.5 volts program power ? 500 watts)

I would start with about 1.5 x RMS as ur target gain/volts to see what ur ears think both parked and at 70 mph. The lower the watts the warmer the sound bit of ur looking for the SPL then run it up. Match the volts accordingly but I usually try not to exceed the lesser of 1.8 x RMS or max for reliability.

So your running 2 speakers?
If so, Tailwind is spot on with 1.5 - 1.8x RMS (approx 375w) or 38.7 VAC

If so he is probably going to blow his ears out and need to cross those in 200Hz range. 250W is probably way more than needed depending on the rest of the setup with those speakers.

no its just for some prv6x9 s in the bag lids, temporary for now ti l i get 8" lids for some reason there crossed at 1khz so i will probably remove the passive xover and use the amp xover at 100, so i will have to turn them down anyway. money has become a roadblock with the current events.
i just wasnt sure about the term" program power" ,they didnt have that term back in the day

Is there a reason why you chose those PRV 6x9's? I don't think they are gonna give you the results that you are looking for unless you are running something in your bags for mid bass. They are designed to be a true mid range speaker. If you were to run the full 500W the recommended xover is 500Hz. They will for sure be loud and probably have great vocal clarity but you will have no midbass at all and they will more than likely overpower the rest of your setup.

yes 10s are the next step, the amp for the 10s is already installed and waiting,
I got these for a good price used to hold me til paychecks start coming again.
and because these are 6x9 lids.
I think I have decided to replace them with 8" lids anyway, the sealed 6s or comp drvrs seemed like a great idea, but I knew I would want 8s eventually anyway and the sealed and comps are only available in 8 ohm... my goal is to set up on all 4 ohm, w/10 channels so a dsp can be most effective?...

I did get them installed tonight and they actually have a surprising amount of mid-bass/mid-range and excellent vocals,

They will be for sale, with the lids in a few weeks,.or get moved to another vehicle once the paychecks start coming again.

Are you planning on sealing your bags or lids some way? If not then the compression drivers or sealed back 6.5's are going to be your best option. Those 10's that you are planning on adding are going to beat up on those 8's if they are sharing the same air space. Sealed back's are around 97-98db's and comp drivers are in the 106-110db range so I wouldn't get caught up on the 8 ohm vs 4 ohm thing. Comp drivers probably only need around 100W and sealed back's 150-200, so if you have the right amp you could wire them in parallel mono or stereo on their own channels. DSP opens up a lot with channel summing you should be able to run the whole bike off of 6 channels.
