Just to chime in. All the guys are right man. No way you can get it done right for $400. Lids and paint alone is going to cost at least $600. As HAZE said you won't be happy with the items you listed above. Add another $400 for your amp and speakers. You're looking at a grand easy.

Recently purchased Hogtunes lids that were painted by one of the best damn painters around and it was 650 clams. I do not regret the quality of the lid or paint and ultimately better quality than HD. Factorymatch.com aka Smittys Custom Paint up South Dakota. Damn good guy. Has painted a ton of stuff for me and it has always been perfect. Fast too!!!
You will regret cheap **** lids and shixxy paint, not to mention going with noise that has not been endorsed by the gang on this forum.
Take your time bro!!!! These guys can get you the most financially prudent set up possible so don't rush into the weeds and have to do this twice when the cost to do it right once is far cheaper.

Factorymatch will also add the hogtune speakers for only $50 more too.

The lids you are looking at are just fine. I have them and actually found them to be thicker than my stock lids. I had to remove some material where the hinge mounts since the screws from my factory lids were to short. I have no ideal on the paint match since I bought mine unfinished and them matched to my bike. You will have to provide all the hardware for them to be mounted. Lid gaskets and all the screws you will need to get. You will need to modify your Saddlebag hinge strap braces by making them shorter.

I would also add these to your shopping list.

Those speakers will not work at all I have those in my boat and the tweeter is mounted in the grill and you cannot separate them.

I agree with everything else that has been said about your build.
