Good question. I was thinking the same thing.

 

They do not. Keep in mind the Ultra Limited and Road Glide Limited come with them standard.

 

They also have a seat that's 4" thick

 

The guards are right up against the front of the bags. If the passenger's legs are long enough to reach the pegs, the guards won't be in the way. I even sat in the passenger seat once while the bike was vertical on my jack. I wanted to feel what the backrest on my tour pak felt like. My legs were nowhere near the guards..
