Default Oil Pan Replacement - Two Questions

Question 1.
Can it really be done in-situ?
The factory manual just describes putting the bike on a lift, draining the oil, and removing the pan. But that frame strap going across under it prevents the pan from being dropped more than about 3/8ths of an inch.
So if any of you have already done this job, can it really be done this way? Just drop it a little and slip it out?

Question 2.
Revised oil pan and fasteners.
This is the Harley tech bulletin that explains it: https://static.nhtsa.gov/odi/tsbs/20...42096-0001.pdf
So newer larger flanged bolts for the newer oil pan. Fine.
BUT...that part number doesn't exist according to Harley. It's not listed in the on-line parts catalog, and you can't find it by searching for it.
So what the heck happened? Does anyone know why Harley would put out a tech bulletin saying to use these newer bolts that you can't get?

Well, that's weird as heck.
Since you two found them, started playing with why I couldn't.
It's my web browser. I can find them just fine using Chrome. But use Brave, and it can't be found on the Harley site.

Anyhow, thanks!

Are you changing your oil pan because something is wrong with it or just because you saw this bulletin? Sounds like the old pan was just fine, the MOCO just wanted to use bolt that had a little more surface area to them.

OK, I saw your other post, oil pan has a hole in it.

In his other thread he hit a rock and cracked/punctured his oil pan.

When Harley moved the “oil tank” under the transmission. That was 1993 for touring bikes and Dynas(?) and 2018 for Softails.

It's a tight fit underneath, with the frame strap going across just under the pan. That's why I'm questioning the factory service manuals silence on this. But if no one's taken off a pan while in the bike, so be it. I'll simply try, regardless.

I have not removed one; however there does not appear to be any obstructions that would prevent the pan from just sliding back an off once all the screws were remove.

Document the removal as it will be interesting if it comes off without other actions.
