I'm pretty sure it can be done with the engine in the frame. The thrashin boys dropped a pan in either Juan's or Lance's cam job that they did at Feuling.

Are there pan bolts/screws under that "strap" or cross member?

I'm asking because I'm at work and my M8's are 20'sh miles away sleeping at home. Also, this subscribes me to this so I can see the outcome.

Rewatched VLOG 123 on Thrashin Supply's youtube channel and they dropped his pan on his road glide with the engine in place. Not sure the difference in the touring frame vs the softail frame if the same cross member is there but there's some hope knowing they were able to complete it on that. Goodluck and document the process for any of us in the future.

at the 12:00 mark they start removing the bolts holding the pan

The factory manual just describes putting the bike on a lift, draining the oil, and removing the pan. But that frame strap going across under it prevents the pan from being dropped more than about 3/8ths of an inch.

Revised oil pan and fasteners.

So newer larger flanged bolts for the newer oil pan. Fine.
BUT...that part number doesn't exist according to Harley. It's not listed in the on-line parts catalog, and you can't find it by searching for it.
So what the heck happened? Does anyone know why Harley would put out a tech bulletin saying to use these newer bolts that you can't get?
Here is what the service manual says, and it doesn't say that you have to take the motor / transmission out of the frame.

Good question!
So I went and looked.
No, none of the screws are blocked by that strap. Whew!
But, one on the kickstand side might be blocked by some welding on the frame. There's a big bulge in the weld, right where the screw is. I can't get my little finger in there to touch the screw, so I might not be able to drop the screw out.
To but that but, it would be a simple matter of grinding that welding bulge down, if necessary, then simply repaint that area.

Be patient. I won't be doing anything until all the parts are in hand. Knowing Harley, that may take quite a while.
