My Deluxe was that way from the factory, I bent the hard line up a bit till I took it in for its Stage one which took a month to get scheduled, heck it did the 1k myself before they could get me in to have the stuff I paid for when I bought the bike installed, and they were offended that I didnt take it to them for the 1ki, I said "your kidding right? it took 38 days from date of delivery to get an appointment for a stage 1 and saddlebags, how much longer if I waited for you for the 1k...."

Here is how mine looks on a 2020 Fat Boy. It was hard to get the cover off since the hard lines are over it - what are the lines for? Easy to move?

Apparently some don't. My Slim doesn't have those lines neither.

Your Slim probably doesn’t have ABS. Those lines are the lines running from the front brake line to and from the ABS module under the seat. My Heritage has those lines but they run just above the USB port cover on my bike.

Does anyone think that mine were blocked that way from the factory? The original owner only had the handlebars.

It'd be nice to think it was the dealer who messed it up, but based on the other replies in this thread, it appears to simply be a HD "design feature" 😅

They look easy to move.
In a lot of cases changing handlebars includes moving those brake lines to access the wiring harness in the frame behind the rubber boot, see my picture.
If the USB port is blocked this way from the factory by mistake or the brake lines were not replaced correctly after a handlebar change seems to be two real possibilities.
