Just one more reason I wish my ‘94 hadn’t been wrecked. Quality has certainly taken a nosedive at HD.
Yes, my ‘19 Heritage front Fender is the same way.

Looks like 2020 are good again not sure whats the deal? Is there any other trim or fender skirt that will fit or look better fit?

Fender is tweaked maybe? There is a flared body line right there from the looks in the pics.

Bike has barely 800 miles and fact that brand new one at dealership has same issue makes me believe that it is just factory defect. Maybe they widen sheet metal for 2020 so now trim is hold correctly to fender? Dont know.
Sucks to be OCD I guess

In my case I was able to improve the fit slightly by pressing the push nut on tighter with a small socket. The end still sticks out but about half as much as it did before.
Just some of the joys of Harley-Davidson ownership I guess.

Something must be wrong with mine, it's not like that. The trim fits right up against the fender. 18 FLHCS.

Yours wasn't assembled on a Monday or a Friday.
