Drill a hole, fit a bearing, fit a bar & shield emblem both sides = cool ?

I hear ya, too much money. I didn't mean the big holes, I meant what look like small, round holes in the first pic you posted, that look like they're painted red. But your buddy will know for sure what's what.

Either way though I doubt those (that look like small), holes would be enough to let any wind pass through at speed.

It is just "Harley Davidson" painted on in bright reddish color.

That could be. If the stock photo is identical to the actual truck, it must be letters that look like holes, though they are red. If you were talking about the big holes all this time, then I would agree that those holes on the bike's wheels would not be quite the windbreak that the stock wheels are.
