I have the same problem on my 202 Fatboy 30th Anniversary. Front tire wears on the right side as you are sitting on the bike. been thru 4 tires now in 27,000 miles.
Bck tire wears down the center fast, but its soft rubber and expected, plus the power it has on take off takes rubber off. also the line you see in your picture I have on every tire, no idea why it always has that line on the tire.

Currently trying to figure out what part this bolt screws into underneath (whatever it is it has a captive nut in)
Is it the Battery Control Module (BCM) Caddy [#69201632] or may be Electronic Control Module (ECM) Caddy [#69201519] ?
I'm thinking the latter due to the position.

...it's the Electronic Control Module (ECM) Caddy [#69201519] - ordered a new one for £14.54 from an H-D AD.

I think in my case it has been over tightened or, god-forbid, someone put some thread lock on it.
Anyway, the caddy is on order albeit on backorder (3-5 days).
Once the new one arrives, I'll fit it (probably use a spring washer) and then I can have a closer look at the old one to see what's going on.

It should only be hand tightened so as the caddy has a captive nut in there, so, in your case, it may have come loose and fallen out...that is of course if they remembered to screw it in to begin with.
I think in my case it has been over tightened or, god-forbid, someone put some thread lock on it.

Today I sorted out mounting a Custom Dynamics LED Light Bar.
I figured out that, using the H-D parts catalogue Rear Fender and Supports, I needed part 17 (REFLECTOR ASSEMBLY, with part #4, 69490-07 (California, Domestic), Fits: FLFB, FLFBS, 67900348), plus part #16 x2, 3612, the screws to fit. This attaches to the inner support bracket in the fender.
So, I removed part #4 the reflector - It's only held on with double-sided tape so used a heat gun and trim tool to it ease off.
Next I offered up the Custom Dynamics LED Light Bar to see where I needed to drill a hole for the wiring.
I measured 3 times, marked it up before drilling the hole using a 5mm drill bit.
Then fed the wiring through.
Finally I removed the double-side tape covering on the back of the Custom Dynamics LED Light Bar and stuck it down.
Next up will be to mount it to the fender and wire it up.
