The H-D web site now says:
CAN A CIVILIAN OR NON-POLICE OFFICER PURCHASE A POLICE MOTORCYCLE?
Yes, however they would need to be purchased through your local dealer. Please see your local dealer for terms and conditions.

I'm going to try the different look of the Police style trunk that you can see below. This install puts the trunk more forward which improves weight distribution on the bike.
If you move the wider tour-paks forward they hang over the saddlebag openings and they need to be raised to allow the saddlebag lids to open.
The Harley tour-paks are designed to have a backrest on the front side. I'm going to be mounting a Utopia Backrest directly to the police solo seat frame.
The back rest will move together with the motion of the suspended seat.

The FLHP has the same 13" shocks as the other (non-lowered) touring bikes. I think they are actually pretty good shocks despite all the internet complaining which is usually directed at the 12" version that have only 2" of travel (lame).
These shocks are actually a modern design that has a stiff spring and rebound damping only on one side (with the preload adjuster). The other side has a softer spring and compression damping only. Under dynamic conditions the damping forces tend to balance out the uneven spring forces. Having only one type of damping on each side improves damping performance when the shock reverses direction from compression to rebound.

I need to tweak the foot controls and footboards for the best comfort. On this bike I'm going with parts from Thrashin Supply Company.
I think I'll like the grippy footboards that are wider at the front, the brake arm that is rotated down a bit with a smaller grippy pedal, and the short round peg on the heel shifter.
Here's some internet pics:

My 2023 FLHP will be built and delivered to the dealer in a few weeks, HOWEVER, my Dealer just learned that H-D has a policy that Police bikes have to be held in inventory for 90 days before sale to individuals. I will be waiting 'till May to get the bike. No big deal. Many bikes take much longer to get.
