FWIW, the bike I had before my '14 Road King was a bike very similar to the Harley twin-cooled. My '09 Voyager had a 103 engine with water-cooled heads. I changed out the factory coolant and used Engine Ice in it instead. It is a propylene glycol and ionized water mix, and I believe my bike ran noticeably cooler with it than with "regular" coolant. But it is not cheap -- about $24 for a 2-quart bottle. And, oh, it's blue, and it needs to be changed every year.

The "green" is Ethylene Glycol
The "red - pink - orange" is Propylene Glycol
The former used to be considered hazardous. Although not any more, it did spawn the latter.
"Propy" is also known as "food grade" glycol. It is used in trace amounts in some frozen foods.
Ethyl cools a little better. Probably less than 10% difference.
Additives, can be both plus, or minus in their impact. As I have no idea what HD calls for, my suggestion is get the HD or the Peak.
If you are going to mix it your self, I am thinking that distilled water would be a good idea. Maybe run it thru the Britta as well. But, those are a guess.
Engine Ice works, about 15% or so cooler. Used it on my Kawasaki MC's. Put it in once on each of them. Ran for 3 years. Did not notice it degrade over time.
