In a heart beat EPA can make a rule requiring all bikes have nothing but factory exhaust on them. Requiring inspections or requiring inspections at time of sale.
This has been floated a few times and little by little EPA is moving towards more regulation. Only you can decide. Some say they can't do that. but we have seen step by step increasing regulation.

You have 3 bikes listed in your sig. Which one are you talking about? My 2007 Ultra developed a crack in the rear header pipe . Which is a common occurrence on bikes of that era. I had it welded up and it is still holding. If I had a spare pipe I could have just installed it and had no down time. Had the other pipe welded up for a backup in the future. Hey. That's all I got. Do as you see fit.

I wonder more about people who remove cats. Though I suppose if your state calls the marker you buy new system $$. Not allowed to take cats out of autos. Granted only certain areas check. Liberal places like TX and NJ inspect bikes, but oddly CA does not, I believe.
I have two bikes same, but one has 2-1. I have taken old parts from basement from that one, and put on other bike as needed,

I would keep the stock "catted" pipe, your State could start exhaust sniffer testing or someone you sell the bike too may live in a state that already sniffs the exhaust. I would throw it in the back corner or your attic or under the house if you have a crawl space. Attic heat for sure ain't gonna hurt it but i'm a pack rat, I keep everything like that....

Not a bike but this is what is coming.
A Ford dealership in Nebraska was fined for being an accessory after the fact to a Clean Air Act violation. Moody Motor Company in Niobrara has to pay a $125 special assessment fee and a $39,741.95 fine to the Environmental Protection Agency, according to the U.S. Attorney’s Office for the District of Nebraska.
