I found this pic of a 2021 FLHP on FB where the owner added the Mustang passenger pillion. Looks like there is indeed a space between the two seats that will hopefully accommodate the Utopia backrest.
I think I’m going to roll the dice and order the Mustang 79436. It should have the textured top like the OE police seat. I also have some black cowhide that I’ve used for other small Harley projects that matches seat covers pretty well, and I can fab a cover for the bottom of the frame of the backrest to add some protection for the pillion.

There’s a smooth top version and a textured top version. I’m not sure what’s up with that pic I snagged off FB. That police seat looks shinier than mine, like he put armor all on it or something. I’ve owned multiple Mustang seats, and multiple HD seats, but I never ran them together. I don’t recall there being a real difference in texture/finish. I’ll report back here after I get it in a week.

I did not see an option for smooth/textured. If so I would definitely ordered the textured. Good thing I'm not too picky and the seat is rarely on the bike.
I’m just posting for other’s benefit since Mustang doesn’t always do the best job of delineating their massive myriad of seat combinations and choices, and they DO make a ton of variants, so that is a good thing.
There is enough room for the Utopia backrest bracket, but the rear Mustang seat bracket contacts the police tour pak mounting rack, so the seat can only be mounted rearward but so far. When the police seat bottoms out the Utopia bracket just barely kisses the front of the passenger pillion.
2024 FLHPs. Just saw these on Super Seer Helmet facebook page. Didn’t know you could get the police bikes in black trim. I’m happy with mine in chrome. I like the old school look, but these do look mighty fine. That’s not stock exhaust either. Notice the Screamin Eagle air cleaner badge

These are some tricked out rides they even have axle nut covers. Guess someone from PD had friend in HD dealership
