Turn your ignition switch on.
Look on the right hand switch gear beside the run/kill switch.
Press the triangle icon on the switch. This is a dedicated four way flasher switch for the newer model bikes.
It will only respond if the ignition is on.

The OP posted in Touring but his bike is a 2013 FLSTC (Softail). Those bikes had CANBUS in 2013. No both turn signals to activate/de-activate 4-ways; top side of the starter button.
