The 45 degree twist is not an accurate way to measure the belt tension. I can turn the belt almost completely over when it's tightened correctly, while another guy would need both hands to give it a 1/4 twist.
Harley makes a tool that is pretty inexpensive that measures the amount of pressure applied and the distance of deflection.

 

If you're using the HD belt deflection tool, how much deflection did you get when you put the #10 of pressure on the tool?

No way should that new of a belt be loose, and no way should you already be at the end of the range on the tension cams. Really only a couple possibilities here- either you are not measuring correctly and have the belt too tight, or if you really are at the end of your adjustment and the belt really is loose, you have a bad belt or something else is wrong.

You may want to take it in and have it checked. I can't see them charging more than a half hour labor to check and properly tension the belt.

 

Another possible point that could be causing the problem.
Remove the axel nut and check to see if there is grease between the cam plate and the swing arm. Check the left side of the bike too. There shouldn't be any grease on the points where the spacers or plates contact the swingarm. This is where grip is important to keep the parts from sliding and loosening the belt.

 

yep.. Marked and rotated to measure at the tightest position of the belt

 

when using the preload tensioner after i adjusted the belt it was 3/8 inch roughly. I did not use the tool to measure before adjustment due to looking at the belt in the belt guard window it was below it when nothing applied and was above it(not in the window but actually touching the top).

 

I am worried because the day i purchased the bike i drove it 23 miles to my house to only find a big oil puddle under my bike the next morning. If you look up my thread on it you will know the mess that that was. Dealer had to replace the input shaft of transmission because it was chewing up a seal. It still weeps. But i had issues with that dealer and mechanic and never will go back to them..... The tech screwed something up and had to pull the inner primary off when i was ther watching and started throwing things and messed up my saddle bag when that had to come off. Wondering if being in that area could have something to do with the sloppy belt???
