Default Passenger foot Board mounting

I got the wife some nice foot boards off Ebay, OEM with chrome inserts.

75.00 shipped.
My question is this, I went to Lowe's to get the lower bolts, used the two from the pegs for top. There are adjustable holes for them, but the groove that the lower bolt slides up into when you drop them one hole. Hides the head of the bottom one. It can't back out, but it can't be tightened completely either! It's up inside the board slot. I had to leave it a tad loose to tap the foot board bracket down to line up the top hole with the position I wanted it in. Anyone else have their passenger boards lower than the top hole?

You need a shoulder bolt for the lower hole, the shoulder bottoms out yet allows the mount to slide down to put in the upper bolt.

Ahhh,,,, makes perfect sense I went to the Dealer first, (Closer than Lowe's and figured why not,,LOL) They didn't have any in stock so I went to Lowe's. I'll call HD and have them order the two. Thanks!
