It is. Until you get the bug to upgrade the engine. Then the FP3 will be limited in what it can do to fully unlock the engine's potential. Then you'll be shopping for a new tuner. Trust me I know. LOL

Call and talk to the guys at fuel moto they sell pretty much everything from bare minimum entry level on up , Tell them what you have done what you plan or what you may do and what you expect. I trust these guys to steer you to the right choice for you based on your needs. as far as do you "need" a tuner , you might depending on many varibles get by without it , but you really will be much happier with some kind of tune or tuner

Call Fuel Moto they will give you a straight answer.

When I started looking for a tuner I found the TTS Manual. The first 50 pages helped me understand "what and why" a tuner is making changes.

Ditto on the PV. If you want your bike to run at it's best, run cooler and unlock it's full potential, even if completely stock, a tuner is a must and one of the best first mods you could do. A FP3 could be likely all you need but also keep in mind what you might do down the road. Jamie at fuel moto will advise you but not pressure you into buying anything you don't want, he sells all the tuners and their support is second to none. I first bought my PV for my 2012 FLHTK and now run it on my 2014 FLHTK along with a jackpot header/mufflers and target tune, my bike runs awsome and based on dyno charts on fuel moto website I'm probably close to 90hp and 110tq.

IMO you need the PV tuner if you do nothing to your bike.
Why you ask? Because EPA has forced Harley to lean the crap out of its engines to comply with their ridiculous ratings.
