I contacted Clay at Clay's Radio Shop in Dallas and went with his recommendation of a Hustler QD-27 Center loaded CB Antenna. It's 55" tall. He also carries an adapter to mount it to the factory antenna stud on the tourpak. Darn adapter cost nearly the same as the antenna, lol.
The QD-27 antenna is $27.95 and the adapter is $24.95 and the part number for the adapter is (HD-HARLEY-ADAPT).
The adapter is not on their web site. If you place an order, add a note to the comment box telling them to add the adapter (HD-HARLEY-ADAPT) to the order. They will add the adapter to the order prior to charging your card.

Thanks for the info - god you are getting a much better connection. The upgrade kit made the world of difference for me. Seems like it was all about the grounding.
You r idea is yet another way to go - and certainly less expensive than mine. The ground kit was $101. Hopefully someone here looking for solutions are able to read what we did - and put this to good use.

transmit switch
I just got off of a 2300 mile trip. Only one other guy had a cb on an older Harley. Our range although not measured was just fine and i have the stock antenna. Now this may be off topic, but i find the transmit toggle switch difficult to use while riding down the road. Has there been an upgrade to this switch? Or is there a bike to bike walkie talkie system that is compatible with the rushmore?

is really a bad spot for that. The perfect fix would be the odometer switch on top of the left housing.
