Installed my Malo signature bars. 14" as recommended by rock103. Absolute love them. Very comfortable and extremely cool looking. I'm 5'10" and rode with a relaxed wrist angle and they are below my shoulders.

I think mine must have been on the bottom of the stop. It moved probably close to 5-degrees.

I'm going to roll mine forward when I get some time.

Are there "preset" increments that you are able to move due to notches or is it wherever you want till fully forward? How much does it moves the bars forward and up?

No "presets", per se. The stock bars have a locating pin in the bottom. The alignment slot is longer than the pin. It allows about 5-degrees total rotation, top to bottom. The knurling in the bars at the clamp is what holds it in place. The pin is kind of a "stop".

I've got 11" Road 6 Standard bars on mine and really like them. The finish and fit on them are quite good for the cost of them.
