I've used one cap of Liquid Performance in each tank since the bikes were new. The vendor gave away some small 7 oz bottles at an event, and then i purchased larger bottles on Amazon. Probably about .75 cents per tank.
I had an issue with a chain saw a few years ago, couldn't get the gas cap on it had swollen from the ethanol. new cap a few drops of LP and no issues.
Might not be needed but cheap enough.

Is there something special about a Harley 4 stroke engine that requires conditioner? Why would it be any different than your car engine? If you're going to burn it within a month or so there shouldn't be any problem. If you're going to store it over the winter put non-ethanol in and add some stabilizer.

The best thing you can do for your engines and fuel systems is to use only "Top Tier" fuels.
Do a google search for top tier fuel and you will discover what stations comply with the "Top Tier" fuel standard.
Chevron/Texco, Shell, Exxon/Mobil are top tier fuels there are more.
