If you view the instructions, there are two positions the backrest can be set to, with options to move the backrest up and down by pulling the adjustment **** on the back of the backrest.

I remember when I installed mine that I experienced the seat material bunching up like yours is bunching up. I went out to the garage just now and, sure enough, mine did just what yours is doing when in that most forward position. I ride with mine at the next setting towards the passenger seat. HD didn't design a very elegant adjustable backrest, but I don't know if they had any other options.
Even with the backrest pushed as far back as possible, pulling the lever and pushing the backrest as far back as possible, the seat fabric still bunches up.

I would post some pictures of mine, but I've got a SG seat on my '14 Limited, so I don't think your RK seat and my seat would be a like comparison.

When I had this backrest installed, for me the backrest couldn't tilt back far enough. The hydraulic adjustment was useless since all it did was dig into my lower back. Got rid of it and installed the regular Harley backrest, much better for me.

I drilled new holes to mount mine back a bit, and have the seat pad lowered. With the Hammock seat I have mine positioned almost all the way back. I always thought the seating position on my bike was a bit cramped but now have found a nice position and good lower back support. The stock pad position was too high and pushed me forward at the curve of my back. I'm 5'10" and use the Harley pull back bars with this setup. Oh, the side grab rail mount really adds to the stability of the backrest mount. I go out to the garage just to sit on the bike it's so comfortable now.

I bent mine back so I could be comfortable. Pushed me too far forward the way it was.

Lurking in here as I think about picking up a 2015....

That looks completely normal when compared to my 2010 RK with the adjustable rest. Any position forward of all the way back induces more and more seat bunching. That's the way it is. It is also the reason they give you a little vinyl patch to put in the well of the seat.
